PM-KISAN Provides Direct Cash Support but Coverage Gaps Remain

The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) provides income support to farmers across India. Eligible farmers receive ₹6,000 per year in three equal instalments.

The scheme was launched in February 2019. It aims to support small and marginal farmers with cultivable land. Funds are transferred directly to bank accounts through the Direct Benefit Transfer system.

Government data shows that over 11 crore farmers are registered under PM-KISAN. Payments are released every four months. Instalments are credited directly to beneficiaries. Aadhaar-based verification is used to identify farmers and reduce duplication. State governments are responsible for verifying land records and updating beneficiary lists.

Support used for seasonal agricultural expenses

Farmers use PM-KISAN funds to manage seasonal expenses. These include purchase of seeds, fertilizers, and pesticides. The timing of instalments often aligns with sowing seasons. This helps reduce dependence on informal loans from local moneylenders. Agriculture department reports show that many farmers rely on these funds for initial crop investment.

The scheme is linked to land ownership. Tenant farmers and sharecroppers are not fully covered. In many states, a significant number of farmers do not own land but cultivate leased land. This limits the reach of the scheme among actual cultivators. Experts have noted this gap in multiple policy discussions.

Data errors and verification delays affect payments

Some farmers face delays due to errors in Aadhaar details or bank account information. Mismatch in land records also leads to rejection or delay. The government has introduced online portals for correction and verification. Special drives are conducted to update beneficiary data.

Implementation varies across states. Some states have higher coverage and faster updates. Others face delays due to incomplete land records or administrative issues. States like Uttar Pradesh and Andhra Pradesh have reported high enrolment. Continuous updating of records remains a key challenge.

Farmers see scheme as partial financial support

Farmers say the scheme provides useful but limited support. The amount does not cover total input costs. Still, it helps during critical periods. A farmer in Rajasthan, cited in a state report, said the instalment helped him purchase seeds before sowing. Scheme plays a role in income stability PM-KISAN acts as a basic income support system for farmers. Its impact depends on timely payments and accurate beneficiary identification. Improving coverage and reducing delays can increase its effectiveness. The scheme remains one of the largest direct benefit programs for farmers in India.
