Centre Rolls Out Kharif Contingency Plan as El Niño Threat Raises Monsoon Concerns
The Union Agriculture Ministry has launched a nationwide contingency strategy for the upcoming Kharif season as weather agencies monitor the possibility of El Niño conditions affecting rainfall patterns. The plan focuses on protecting crop production through advance preparation rather than responding after weather-related damage occurs.
Officials have directed states to strengthen seed reserves, improve local water management systems, and prepare district-specific crop strategies to reduce the impact of a weak monsoon. Researchers say such planning has become increasingly important because weather uncertainty is affecting agricultural decisions across large parts of India.
One of the central features of the contingency plan is the creation of seed buffers that can be distributed quickly if weather disruptions affect normal sowing activities. Agriculture experts say replacement seed availability becomes critical when delayed rainfall or crop failure forces farmers to replant fields.
The ministry has asked states to review seed stocks and ensure sufficient availability of climate-resilient crop varieties. Researchers believe rapid access to quality seeds can significantly reduce production losses during difficult monsoon years.
District-Level Crop Planning Will Guide Farmers
Officials are also focusing on district-level crop planning instead of a single national approach. Different regions face different climate risks, making localized planning essential. Agriculture experts say some districts may require short-duration crop varieties while others may need alternative crops better suited to lower rainfall conditions.
Researchers note that localized planning improves resilience because farming systems vary widely across India’s agro-climatic zones. The ministry has instructed state agriculture departments to prepare location-specific advisories before large-scale sowing begins.
Water conservation forms another major component of the strategy. Agriculture experts warn that erratic rainfall often creates situations where heavy rain falls over a short period before long dry spells emerge later in the season.
The ministry is encouraging states to improve farm-level water storage, strengthen irrigation planning, and promote efficient water use practices. Researchers say rainfall management is becoming as important as rainfall quantity because climate change is altering how precipitation is distributed during the monsoon.

The coming weeks will be crucial for millions of farmers preparing to sow rice, maize, soybean, pulses, cotton, and other Kharif crops.
