Presenting the budget of the state government led by Chief Minister Bhajanlal Sharma in the Rajasthan Legislative Assembly, Deputy Chief Minister and Finance Minister Diya Kumari made an important announcement of the expansion of the Chief Minister Mangala Animal Insurance Scheme. The objective of this scheme is to provide economic security to livestock farmers and encourage animal husbandry in the state.

Features of Mukhyamantri Mangala Pashu Bima Yojana
Mukhyamantri Mangla Pashu Bima Yojana is a unique initiative in which no fee of any kind is charged from the livestock farmers as premium amount. The registration process of this scheme is completely online and simple, so that more and more livestock farmers can take advantage of it.
Under this scheme, 21 lakh animals of the state will be insured. This scheme is completely free for the cattle rearers and the premium amount will be paid by the state government.
Animals included in the scheme and their unit calculation
The following animals are included under the scheme:
Cow
Buffalo
Camel
Goat
Sheep
In the scheme, 10 goats or 10 sheep have been considered as one unit, while each unit of cow, buffalo and camel will be counted as one unit. The government has fixed a maximum insurance amount of ₹ 40,000 for each unit.
Registration process
The process of registration in Mukhyamantri Mangala Pashu Bima Yojana is very easy and completely online. A special portal has been created for this scheme, where the cattle rearers can register themselves through e-mitra.
The cattle rearers who use Android mobile can register themselves in this scheme through mobile application sitting at home.
The registration process is as follows:
Download mobile app: Download the app of Mukhyamantri Mangala Pashu Yojana.
Enter Aadhaar number: Enter your Jan Aadhaar number in the app.
OTP verification: Enter the one-time password (OTP) received on the mobile.
Enter animal information: Enter the tag number (Aadhaar number of the animal) issued by the Animal Husbandry Department.
Upload photo: After uploading the photo of the animal, the registration process will be completed.
Special provisions and priority
1. Priority will be given to cow-keeper credit card holders and Lakhapati Didi cattle keepers.
2. Provision of 16% reservation for Scheduled Castes (SC) and 12% reservation for Scheduled Tribes (ST)
3. Tagging of animals will be mandatory for insurance.
4. Expenditure and financial management on the scheme
The state government will spend about Rs 400 crore on this scheme. All the work related to the scheme is being done online through the portal. The state government has provided funds to SIPF (State Insurance and Provident Fund Department) for insurance work and claim payment by the Animal Husbandry Department. This will ensure that the beneficiaries of the scheme can get timely financial assistance.

Insurance claim and animal evaluation process
Under the scheme, the maximum insurance amount of each animal has been fixed at ₹ 40,000. The insurance amount will be determined on the following basis:
Health of the animal
Milk production capacity
Age of the animal
Breed and market value of the animal
In the evaluation process for insurance, the veterinarian, livestock owner and insurance representative will decide the value of the animal by mutual consent.
